Lichtenberg figures are named after the German physicist Georg Christoph Lichtenberg, who originally discovered and studied them. Lichtenberg Figures are typically formed by the rapid electric discharge or redistribution of charge carriers residing on the surface or the interior of nonconductors. When first discovered it was thought that their characteristic shapes might help to reveal the nature of positive and negative electric "fluids".

Stoneridge Engineering is probably the only commercial source of Lichtenberg figures, and is where I ordered mine from. They aren't cheap, even small samples can be pricey. However, they do have "seconded" samples (which have flaws), which are pretty reasonable, and still have a great deal of visual interest. (I'm giving this one as a Father's Day gift).
